The programme is structured around a single overarching task: throughout the course, each participant works on developing a practical product in the field of environmental management that is ready for presentation — an Environmental Management System (EMS), a Strategic Environmental Assessment Report (SEAR) or a Strategic Environmental Assessment Plan (SEAP). Theoretical content is provided strictly to the extent necessary for addressing real-world environmental challenges, data and management tasks. The majority of the programme consists of workshops based on real-world case studies, working with data and documents, analysing environmental indicators, developing solutions, modelling and mentoring support.
Overall objective:
To build and develop the professional competencies of local government officials in environmental planning and natural resource management at local level, to carry out a basic environmental audit, apply strategic environmental assessment and environmental impact assessment procedures, draft documents in the fields of waste management and climate resilience, prepare project proposals and ensure their public consultation, approval and defence.
Prerequisites for the training
A university degree; basic skills in working with electronic documents and spreadsheets; access to actual or model environmental data for the hromada is desirable
Upon completion of the program, participants should demonstrate:
Knowledge
Skills
Competencies
Nine topics and a final presentation — totalling 29 hours: of which 4 hours are dedicated to independent study with mentoring and advisory support.
The blended learning format comprises 24 academic hours of contact teaching and 5 academic hours of independent study
The specific timetable is determined taking into account the learning format and the composition of the group
Interactive lectures and thematic presentations, workshops, working with spreadsheets and data, analysis of legislation, the case study method, group discussions, calculation exercises, simulations of management decisions, working with digital and AI tools, mentoring support, independent study, and the preparation and defence of a practical assignment.
Practical assignments are carried out using real or simulated data from a government body, institution or local authority.
Resources for distance learning
Title of the distance learning course: ‘Community Environmental Manager: Environmental Planning, Waste Management and Climate Resilience’.
Assessment is carried out on a 100-mark scale.
Criteria for successful completion
The assessment takes into account regular attendance and active participation; the accuracy and soundness of data analysis; the practical feasibility and realism of the proposed measures; the logical structure of the final project; and the ability to justify management decisions during the defence.
The form of final assessment is the preparation and public defence of one practical product of the student’s choice: a local waste management plan (training version), a draft Sustainable Energy and Climate Action Plan (SECAP), or a draft report on the strategic environmental assessment of a local authority’s state planning document.
Ongoing assessment comprises attendance and participation; completion of practical tasks; analysis of case studies and regulatory and legal acts; working with environmental data; and preparation of a community environmental audit and individual components of the final project. Ongoing assessment is carried out during each module and based on the results of independent work.
