A practical programme for those responsible for energy resources within a public authority, institution or local community: from collecting consumption data to a funding-ready investment proposal.

About the programme

The programme is structured around a single overarching task: throughout the course, each participant develops a concept for a comprehensive energy passport for the hromada (community) and a project proposal for a potential investor. The theoretical content is covered to exactly the extent required to work with real-world data. The majority of the programme consists of practical workshops using real-world case studies, spreadsheets, calculations, modelling and mentoring support.

Overall objective:

To enhance participants’ professional competence in organising and operating an energy management system, analysing and optimising energy consumption, identifying priority energy efficiency measures, preparing management and investment decisions, and ensuring the energy sustainability of hromadas.

Who is it for

  1. Civil servants and local government officials responsible for organising the energy management system, representatives of the hromada’s housing and utilities sector, and hromada specialists in the fields of asset management, budget planning and project management.
  2. Community energy managers.
  3. Managers and specialists at utility companies and public sector organisations responsible for the assets on their balance sheets.
  4. Local councillors involved in energy and reconstruction, the economy, and financial and budgetary planning.

Prerequisites for the course

A university degree. Basic skills in using spreadsheets. Access to actual or model data on the community’s energy consumption—either in aggregate or broken down by individual facilities, institutions or the local authority—is desirable.

Learning Outcomes

Upon completion of the course, participants should be able to demonstrate:

Knowledge

  • the regulatory, legal and organisational foundations of energy management and energy efficiency;
  • the principles governing the operation of energy management systems;
  • approaches to the collection, verification and analysis of energy consumption data;
  • the fundamentals of energy auditing and benchmarking;
  • the fundamentals of local energy planning;
  • basic approaches to distributed generation and ensuring energy sustainability;
  • the main sources and mechanisms for financing energy efficiency measures.

Skills

  • to compile a basic register of energy-consuming facilities and consumption points;
  • to analyse consumption figures and identify anomalies;
  • calculate basic specific energy consumption indicators;
  • compile a simplified energy profile (balance) for the hromada (community);
  • identify and prioritise energy efficiency measures;
  • prepare a fact sheet or feasibility study for an investment proposal;
  • use spreadsheets, digital and AI tools for data analysis and visualisation;

Skills

  • making evidence-based management decisions;
  • inter-departmental and cross-sectoral collaboration;
  • change management;
  • communicating technical and investment decisions;
  • preparing and presenting the concept of a community energy passport

Programme

Twelve topics and a final presentation — totalling 29 hours: of which 5 hours are dedicated to independent study with mentoring and advisory support.

  1. Topic 1. National and local policy on energy efficiency and energy sustainability
  2. Topic 2. Organising an energy management system within a local authority and hromada (community)
  3. Topic 3. Facility certification, registers and technical documentation
  4. Topic 4. Collection, verification and analysis of energy consumption data
  5. Topic 5. Energy audits, building certification and benchmarking
  6. Topic 6. Annual and medium-term energy balance of the hromada (community)
  7. Topic 7. Investment register, financing and project preparation
  8. Topic 8. Renewable energy sources, energy storage, cogeneration and distributed generation
  9. Topic 9. Regulatory, technical and commercial aspects of implementing energy projects
  10. Topic 10. AI and digital tools in the work of an energy manager
  11. Topic 11. Change management, stakeholder engagement and public presentation of solutions
  12. Topic 12. Mentoring session and finalisation of the practical assignment ‘Community Energy Passport’

The blended learning programme comprises 24 academic hours of contact teaching and 5 academic hours of independent study

The specific timetable will be determined taking into account the learning format and the composition of the group

How the course is structured

Interactive lectures and themed presentations, workshops, working with spreadsheets and data, analysis of legislation, the case study method, group discussions, calculation exercises, management decision-making simulations, working with digital and AI tools, mentoring support, independent study, and the preparation and defence of a practical assignment.

Practical assignments are carried out using real or simulated data from a public authority, institution or local community.

Resources for distance learning

  • Google Classroom — learning materials, assignments, tests, independent study.
  • Zoom — synchronous online sessions.

Title of the distance learning course: ‘Community Energy Management: Data, Planning, Energy Efficiency and Energy Sustainability’.

Assessment

Assessment is carried out on a 100-point scale.

  • Attendance and active participation in sessions — 10 per cent;
  • Completion of practical assignments within the modules — 25 per cent;
  • Preparation of the final practical assignment — 35 per cent;
  • Presentation and defence of the final assignment — 30 per cent.

Criteria for successful completion

  • attendance at no less than 75 per cent of classes;
  • completion of compulsory practical tasks;
  • preparation and defence of the final practical assignment;
  • 70–100 marks — pass; 0–69 marks — fail.

Assessment takes into account regular attendance and active participation; the accuracy and soundness of data analysis; the practical feasibility and realism of the proposed measures; the logical structure of the final project; and the ability to justify management decisions during the defence.

Final project: ‘Community Energy Passport’

The form of final assessment is the preparation and defence of the practical assignment ‘Community Energy Passport’. The project involves analysing source data, identifying key issues in energy consumption based on spectral distribution, formulating priority energy efficiency measures, and proposing ways to enhance energy resilience.

Ongoing assessment — recording of attendance and participation during classes, completion of practical assignments, case study analysis, working with energy consumption data, calculation exercises and preparation of individual components of the final assignment.
