This is a unique educational hub where anyone can improve their professional skills for working with the country’s sole legislative body, the Verkhovna Rada of Ukraine.

Training will take place in the form of offline modules with the involvement of the leadership of the Verkhovna Rada of Ukraine, members of the Verkhovna Rada of Ukraine, heads of departments of the Verkhovna Rada of Ukraine, diplomats, political strategists, lecturers from leading universities and experts. This approach ensures the relevance and practical nature of the programme and helps to develop the skills of parliamentary assistants, GR managers and other interested parties to work effectively in Parliament. The training includes mentoring and the inclusion of participants in the personnel reserve of the Verkhovna Rada of Ukraine. The programme provides exclusive opportunities for career development and exceptional skills in working with legislative materials.

Uniqueness of the Programme

  • 40 lectures from 40 key experts in Ukrainian parliamentarianism.
  • Involvement of the Parliament’s leadership and employees of the Verkhovna Rada of Ukraine in the teaching staff.
  • A unique teaching format – a combination of theoretical lectures with interactive classes, case studies and training sessions.
  • A separate practical module on business etiquette, including simulation of an official reception with observance of table etiquette.
  • Access to a database of specialised literature.
  • Receipt of a letter of recommendation for further internship or employment, provided that at least 80% of the programme has been completed and the final project has been successfully defended.
  • Opportunity to join the personnel reserve of the Verkhovna Rada of Ukraine.
  • Participation in Dialogue Lab thematic meetings, where current political topics, strategic documents, draft laws and other draft regulations will be discussed with their authors.
  • Post-programme support – participation in regular meetings for networking, exchange of experience and establishment of professional contacts.

Program Modules

The program consists of 5 modules, each consisting of 9 classes. Classes will be held on Wednesdays, Saturdays, and Sundays twice a month.

MODULE 1:

VERKHOVNA RADA OF UKRAINE: GOVERNMENT POWERS AND HOW THEY ARE EXERCISED
Topics:

– The Verkhovna Rada of Ukraine as the sole legislative body in Ukraine.
– Structure and functions of the Verkhovna Rada of Ukraine and the Verkhovna Rada Secretariat.
– Organisation of the work of the Verkhovna Rada of Ukraine.
– Parliament as a political institution.

MODULE 2:

LAWMAKING, THE LEGISLATIVE PROCESS AND LEGISLATIVE TECHNIQUES
Topics:

– The legislative process in the Verkhovna Rada of Ukraine.
– The functions of the initiator of a bill, people’s deputies – members of the main committee,
assistants-advisers to the NDU, the head of the secretariat of the main committee, employees
of the Verkhovna Rada Secretariat in the preparation of a bill.
– Work in SEDO.

MODULE 3:

EFFECTIVE COMMUNICATION
Topics:

– Strategy for interaction with the media.
– Strategy for interaction with voters: reporting, work in the regions.
– Crisis communication.

MODULE 4:

ADVOCACY OF LEGISLATIVE INITIATIVES
Topics:

– White methods of promoting legislative initiatives.
– Development of a stakeholder map.
– Analysis and preparation of information.
