Expert experience

The School of Ministers programme brings together over 30 leading experts representing the current and former political and managerial elite. These are people who were at the forefront of key government decisions, shaped policies, launched reforms and coordinated crisis response measures.

They have unique practical experience in the functioning of state institutions, both during periods of growth and in times of challenge. These experts know how the system really works (or does not work), understand its internal logic, the limits of what is possible, and the mechanisms for change.

PIOTR KULPA

Former general director of the Polish public health care system (2009-2014), chairman of the government committee on health insurance reform, former secretary of the Polish delegation in the NATO parliament, legal advisor of the strategy department of the Supreme Audit Office of Poland, worked in many countries as an expert of the International Organization of Labor, World Health Organization, Council of Europe.

Minister of Labor of the Republic of Poland (2004-2005). Since 2018, he has been working as an expert of EU programs on public administration in Ukraine. In 2014, he managed the EU project on the reform of the civil service of Ukraine in Kyiv.

From September 2019 to June 2021, she held the position of the Deputy Minister of Justice of Ukraine for state registration issues, took care of the anti-raider direction and issues of state registration and notary. She was a member of the High Qualification Commission of the Notary, worked as a deputy chairman of the High Qualification Commission of the Notary.

Course participants will have a unique opportunity to explore how key processes of state governance work through practical cases. We reveal the logic of decision-making, the interaction of institutions and the specifics of building state mechanisms. This knowledge will help you better understand the reasons for the effectiveness or limitations of public administration.

Our crazy group received diplomas on completion of the School of Ministers course at the Kyiv School of Public Administration. I can't find the words to describe all the transformations and emotions that have happened to us during this time. It is a kind of opportunity to look at the world, at people, and at ourselves through a different lens. It is a wealth of knowledge and skills from our incredible teachers. It is incredible support for each other and incredible people who were completely unfamiliar until recently, and now are like a part of you. Victor Halasiuk - taught us economics and explained about the profession of Ukraine for the economic miracle. Anatoliy Amelin - gave real indicators of economic development and future benefits with specific consistent actions. Piotr Kulpa - cut our minds open with meta-institutional examples and historical events that have repercussions on the current state of our lives and future prospects of Ukraine. 4 months of meetings, events, seminars, discussions, exchanging views and meeting new people. I gained experience and understanding of what I don't want to do and what I do right. My reform of the PPP policy is how our ministers can move from traveling abroad to practice and present the PPP roadmap to foreign investors (more in my article later) In politics? Provided that it is with a team that has decency, honesty and justice in its blood along with mother's milk, otherwise - without me. And most importantly, I like to get out of my comfort zone. I like to meet new people and draw conclusions. This movement in life gives me new ideas and checks my readiness to work on something further I wish victory to all of us! There is still a lot of work ahead...
