The School of Ministers programme brings together over 30 leading experts representing the current and former political and managerial elite. These are people who were at the forefront of key government decisions, shaped policies, launched reforms and coordinated crisis response measures.
They have unique practical experience in the functioning of state institutions, both during periods of growth and in times of challenge. These experts know how the system really works (or does not work), understand its internal logic, the limits of what is possible, and the mechanisms for change.

Former general director of the Polish public health care system (2009-2014), chairman of the government committee on health insurance reform, former secretary of the Polish delegation in the NATO parliament, legal advisor of the strategy department of the Supreme Audit Office of Poland, worked in many countries as an expert of the International Organization of Labor, World Health Organization, Council of Europe.
Minister of Labor of the Republic of Poland (2004-2005). Since 2018, he has been working as an expert of EU programs on public administration in Ukraine. In 2014, he managed the EU project on the reform of the civil service of Ukraine in Kyiv.

Olha Onishchuk
From September 2019 to June 2021, she held the position of the Deputy Minister of Justice of Ukraine for state registration issues, took care of the anti-raider direction and issues of state registration and notary. She was a member of the High Qualification Commission of the Notary, worked as a deputy chairman of the High Qualification Commission of the Notary.

Course participants will have a unique opportunity to explore how key processes of state governance work through practical cases. We reveal the logic of decision-making, the interaction of institutions and the specifics of building state mechanisms. This knowledge will help you better understand the reasons for the effectiveness or limitations of public administration.
