Former Director General of the Polish Public Health System (2009-2014), Chairman of the Government Committee on Health Insurance Reform, former Secretary of the Polish Delegation to the NATO Parliament, Legal Advisor to the Strategy Department of the Supreme Audit Institution of Poland, worked in many countries as an expert for the International Labor Organization, the World Health Organization, and the Council of Europe.
Minister of Labor of the Republic of Poland (2004-2005). Since 2018, he has been working as an expert on public administration programs in Ukraine for the EU. In 2014, he led an EU project in Kyiv on civil service reform in Ukraine.
